It is worth reading this from the House of Commons Library about the Cities and Local Government Devolution Bill:
I think the big messages to note from this are:
- The Bill gives very wide and unspecified powers to the Secretary of State;
- There is a lot of further detail to come out at other times and from other policy areas to pull together the local government devolution agenda, and;
- Local government devolution or ‘localism’ will fail without local government having sufficient capacity and funding to do the work they are being asked to do.
It is far from clear that local government will indeed have this capacity and funding.
